Instant Runoff Voting to select electors

How come we are not creating more noise about the electoral college, and the need to reform it? Rather than scrapping it and going through the arduous process of changing the constitution, each state can choose to apportion their electors with a system of ranked choice voting. This would allow for the "ranking" of candidates and would prevent the whole "throw away" voting for 3rd party candidates. For example, Jill Stein supporters could have ranked Stein #1, Clinton #2 and then maybe Johnson or Trump (or neither as you don't have to rank every candidate. But it ends the entire debate over "not voting for Hillary is a vote for Trump" debate.
